Comprehensive Reentry Support:

We provide tailored support services for individuals 18 and older who have had contact with the criminal justice system and reside in high-poverty, high-crime communities in Dauphin County.

Our program is funded through various specialized grants, serving:

  • Justice-involved adults in Dauphin County, offering Digital Literacy & career development with Virtual Reality Career Exploration and reentry assistance.
  • Currently incarcerated adults in state and local facilities, helping them prepare for a successful transition back into their communities.

Eligibility Requirements:

  • Age: 18 to 45 years old
  • Education: High School Diploma or GED
  • Justice-Involved:
    • Released from incarceration within the last 12 months
    • AND currently under supervision (probation or parole)
    • OR currently incarcerated and within 3 months of your release date

Pathway home

A Second Chance Program

Bridging the gap between incarceration and reentry

Tri-County OIC’s Pathway Home Program is designed to build a seamless bridge between pre-release and post-release services, ensuring that justice-involved individuals have the support, training, and resources they need to successfully reintegrate into the Harrisburg and greater Dauphin County community following incarceration.

Through strong partnerships with Pennsylvania State Correctional InstitutionsDauphin County PrisonDauphin County Work Release, and other local correctional facilities, Tri-County OIC works closely with individuals preparing to return home.


Who We Serve:

Eligible participants are individuals scheduled to return to the Harrisburg area within 20 to 270 days (approximately 3 weeks to 9 months). Upon enrollment, each participant is matched with a dedicated Tri-County OIC case manager who provides:

  • Supportive counseling

  • Transition planning

  • Pre-releasse skills training

  • Ongoing post-release case management

About the Program

Tri-County OIC’s Pathway Home 5 initiative is made possible through generous funding from the U.S. Department of Labor, with a total award of $4 million to support reentry efforts across our community.
